Well, I think, when all is said and done, Gaius hasn’t really done anything that’s so bad as all that. He didn’t mean to betray humanity, he was a patsy.
Since then, he has just tried to stay alive any way he can.
Personally, I think President Roslin is a dispicable human being. Compared to her, Gaius was a much better President.
